Bob Kahn joined the Texas Municipal Power Agency in December 2012. Mr. Kahn was formerly the President and Chief Executive Officer at the Electric Reliability Council of Texas (ERCOT) from July 2007 to November 2009. As CEO, Kahn was responsible for managing the flow of electric power to approximately 21 million Texans as well as the reliability of the electric transmission grid for 85% of the state. Kahn was an ERCOT board member from 2002 to 2006 and was also the deputy general manager at Austin Energy.
Prior to becoming deputy general manager in 2005, Kahn was general counsel and vice president for Legal Services for Austin Energy for eight years, responsible for providing counsel on all electric utility legal, regulatory and legislative matters. He has represented clients in the electric industry for over 30 years, including in rate cases and rulemaking proceedings before the Public Utility Commission of Texas (PUCT). He played a key role for the public power industry in the negotiation and drafting of retail deregulation legislation for Texas.
Before joining Austin Energy, Kahn was in private practice where he provided advice to municipally-owned electric utilities, and served as lead counsel in proceedings before the PUCT, the Texas Commission on Environmental Quality and the Texas Railroad Commission. Previous to private practice he was a staff attorney in the PUCT General Counsel's Office, where he represented the public's interest in electric and water utility rate and certification cases.
In addition, Mr. Kahn served in the United States Air Force as a judge advocate, directing administrative hearings and investigations, and represented the Air Force before the Merit Systems Protection Board.
He earned a juris doctorate in 1978 from the University of Dayton School of Law and a bachelor of arts from Ohio University in 1975. He was board-certified in Administrative Law by the Texas Board of Legal Specialization, 1990-2006.
He is serving on the Board of the Texas Public Power Association. Bob and his wife Pat have been married 39 years and have a son.
Mr. York has been TMPA's Plant Manager since 2002. He came to Texas from the state of Nevada, where he is a registered mechanical
engineer. Mr. York brings a wealth of industry knowledge with him. He spent the
first 20 years of his career with the Nevada Power Company, which was then a subsidiary
of Sierra Pacific Resources. Mr. York is a 1981 graduate of the University of Wyoming.
Dr. Horbaczewski is the Regulatory and Compliance Manager for the Texas Municipal
Power Agency (TMPA). He has overall responsibility for the reclamation of TMPA’s
former lignite mine (closed in 1996) and also manages the Agency’s environmental
permitting and compliance program. He has been at the Agency since 1998. Prior to
that, he was the reclamation/environmental manager at TMPA’s Gibbons Creek lignite
mine and an environmental specialist (geoscientist) at Morrison-Knudsen Corporation.
Dr. Horbaczewski is a licensed Professional Geologist and a Certified Professional
Soil Scientist. He received a Ph.D. in Soil Science from the University of Durham,
England in 1976, and a B.Sc. in Geology from the same institution in 1972.
Russell Huff is the Chief Financial Officer (CFO) for the Texas Municipal Power Agency (TMPA). He is responsible for the Finance, Purchasing and Information Technology functions of TMPA.
He joined TMPA in March 2001 and has held roles as internal auditor, accounting manager, and controller. Prior to joining TMPA, Russell's career included time with a national public accounting firm, a fortune 500 insurance company and a regional insurance provider.
Russell is a Certified Public Accountant and received a BBA in Accounting from Texas A&M University in 1988.
Connie Merhley is the Director of Human Resources for the Texas Municipal Power Agency (TMPA). She
is responsible for Human Resources, Health, Safety and Environmental (HSE) and Training.
She joined TMPA in July, 2012 as the Human Resources (HR) Manager. In January, 2014, she assumed
additional responsibility for HSE and Training and was promoted to HR Director.
Prior to joining TMPA, she was the HR Director for NOV IntelliServ, a business unit of National Oilwell
Varco, from 2007 to 2012. Prior to joining NOV IntelliServ, she was the HR Manager for NOV
GrantPrideco from 2000 to 2007. Connie held multiple management positions for several health and
human services agencies in Houston including the University of Texas, School of Public Health and the
Harris County Health Department, HIV Services Division, prior to becoming an HR professional.
Connie received a B.S. in Social Sciences and Business from the University of Cincinnati, and a Master of
Public Administration (MPA) from Virginia Commonwealth University. She also holds the Senior
Professional in Human Resources (SPHR) certification.
