Phil Williams

Phil Phil Williams is the General Manager of Denton Municipal Electric. He has over thirty years in the electric utility business working for municipal, cooperative and investor owned entities in various finance, accounting and operational capacities.

Phil is a Certified Public Accountant and has a B.B.A. in Accounting from the University of Texas at Arlington. He is serving on the board of the Texas Public Power Association and is a member of the Texas Society of CPA’s and the American Institute of CPA’s.

David McCalla

David McCalla Mr. McCalla is General Manager of Greenville Electric Utility System (GEUS), a municipally-owned electric power system. Mr. McCalla started with GEUS in 1988 as a Texas Engineering Supervisor, and later became Assistant General Manager in 2006.

He brings experience from his service with West Texas Utilities and as an engineering consultant who specializes in planning. Mr. McCalla has served on various engineering planning committees such as TAC Ad Hoc ISO Network Policy working group, Texas Nodal Team (TNT) and a Wholesale Market Subcommittee. He currently serves on the Technical Advisory Committee (TAC) and Texas Municipal Power Agency’s Planning and Operating Committee. Mr. McCalla earned his bachelor’s degree in electrical engineering at Texas Tech University in 1980.

Gary Miller

Gary Miller Gary brings more than 29 years of utility experience to the position, having worked with investor-owned utilities, electric cooperatives, and the Electric Reliability Council of Texas (ERCOT). Prior to being named General Manager of BTU, Gary had served for more than seven years as Manager of BTU's Production, QSE and Power Marketing Divisions, where he was responsible for the wholesale power marketing and energy scheduling activities as well as oversight of BTU's power plants.

Gary has been a member of ERCOT's Wholesale Markets Subcommittee and is past chairman of the ERCOT QSE Managers Working Group and has been a member of various other working groups in ERCOT. He received his Bachelor of Science degree in Electrical Engineering from Lamar University in 1984.

Jeff Janke

Jeff Janke Jeff Janke is Managing Director for Garland Power & Light (GP&L). He also serves on the Garland City Manager’s Senior Management Team.

Jeff began his career in the electric utility industry with Texas Power & Light Company in 1978. For 25 years he held various positions in accounting, distribution and transmission, management, and rates and regulatory. After the merger with Lone Star Gas Company, he also served as District Manager for the gas distribution division. In 2003, he became a member of the GP&L management team.

Jeff Janke was born in San Antonio, Texas, and grew up in Taylor, Texas. He ran track and played basketball for Texas State University and holds a Bachelor of Science degree in Business Management.

Jeff has chaired four Chambers of Commerce, one Airport Advisory Board, two Economic Development Boards, one United Way Board, and two Lions Clubs. In 1998 he was selected Citizen of the Year for Decatur, Texas.

Jeff and his wife Cindy have been married 39 years, and have four children and six grandchildren. Jeff and Cindy both enjoy golf, hunting, fishing, and camping with their family
