Phil Williams

Phil Phil Williams is the General Manager of Denton Municipal Electric. He has over thirty years in the electric utility business working for municipal, cooperative and investor owned entities in various finance, accounting and operational capacities.

Phil is a Certified Public Accountant and has a B.B.A. in Accounting from the University of Texas at Arlington. He is serving on the board of the Texas Public Power Association and is a member of the Texas Society of CPA’s and the American Institute of CPA’s.

Jeff Janke

Jeff Janke Jeff Janke is General Manager for Garland Power & Light (GP&L). He also serves on the Garland City Manager’s Senior Management Team.

Jeff began his career in the electric utility industry with Texas Power & Light Company in 1978. For 25 years he held various positions in accounting, distribution and transmission, management, and rates and regulatory. After the merger with Lone Star Gas Company, he also served as District Manager for the gas distribution division. In 2003, he became a member of the GP&L management team.

Jeff Janke was born in San Antonio, Texas, and grew up in Taylor, Texas. He ran track and played basketball for Texas State University and holds a Bachelor of Science degree in Business Management.

Jeff has chaired four Chambers of Commerce, one Airport Advisory Board, two Economic Development Boards, one United Way Board, and two Lions Clubs. In 1998 he was selected Citizen of the Year for Decatur, Texas.

Jeff and his wife Cindy have been married 41 years, and have four children and six grandchildren. Jeff and Cindy both enjoy golf, hunting, fishing, and camping with their family

Prepare semi-annual Black Start unit bid offers to ERCOT. Submit annual PCRR bids to ERCOT. Supervise GEUS Dispatch Operations. Member of TMPA QSE Operations Subcommittee.

Generation Control Manager and QSE Manager City of Garland, Texas
Dec 2000 to May 2008

Worked in the City of Garland Electric Utility Department. Responsibilities included electric load forecasting, generation unit dispatching, electric power purchase and sale transactions, scheduling and reporting to the control area authority, and development of energy market offer strategies.
Responsible for all natural gas power plant fuel purchases, accounting, and contract management for the City power plant facilities. Served as the City representative to Electric Reliability Council of Texas Market Committees. Managed work schedule and training for ten Control Room System Operators. Coordinated with contractors to develop, test, and implement a new generation control and market operating system.
Served for eighteen months as interim Electric Substation Manager while fulfilling regularly assigned duties above.

Production Manager Greenville Electric Utility System
Feb 1991 to Dec 2000

Manager of Greenville’s steam electric and diesel power plant facilities. Supervised approximately 30 employees in all aspects of operation and maintenance. Responsible for developing an annual operating budget in excess of $2,000,000 and for implementing long term capital improvement projects. Responsible for all aspects of plant training and safety. Served as Environmental Coordinator tasked with all State permitting and environmental compliance.

Primary responsibilities as Engineering Officer in all areas of propulsion and power generation. Knowledgeable in gas turbine, steam boiler, and diesel operation, as well as fuel management, and water distilling equipment. Responsible for propulsion plant operation and preventative and predictive maintenance. Qualified nuclear reactor operator. Qualified underway deck officer. Supervised up to 100 individuals.

Gary Miller

Gary Miller Gary brings more than 29 years of utility experience to the position, having worked with investor-owned utilities, electric cooperatives, and the Electric Reliability Council of Texas (ERCOT). Prior to being named General Manager of BTU, Gary had served for more than seven years as Manager of BTU's Production, QSE and Power Marketing Divisions, where he was responsible for the wholesale power marketing and energy scheduling activities as well as oversight of BTU's power plants.

Gary has been a member of ERCOT's Wholesale Markets Subcommittee and is past chairman of the ERCOT QSE Managers Working Group and has been a member of various other working groups in ERCOT. He received his Bachelor of Science degree in Electrical Engineering from Lamar University in 1984.
